Abstract: Since independence Indian power sector has grown leaps and bounds in terms of its generation
capacity but even with 200,287MW of installed capacity, the sector is in shambles majorly
because of the crippled sectoral reforms. This report highlights one such reform which is facing
impediment from the various stakeholders from inception.
Open access which was introduced in the Electricity Act, 2003 gave consumers a freedom to
choose their suppliers. But State’s inability to implement regulations and resistance from state
owned Distribution Company has put the effectiveness of the regulation in a limbo. Even after
MoP’s directive and attempts to ensure deemed open access to all 1MW and above consumers,
implementation has been dismal.
This report tries to analyze the concerns of these stakeholders and assess them to list the impact
of migration of 1MW and above consumers to open access in the states of Gujarat and
Maharashtra.
Chapter 1- Introduction wherein the Power sector of India is briefly described and issues
plaguing the sector are highlighted. A brief history of implementation of open access and its
consequences is given along with a summary of the power sectors of Gujarat and Maharashtra.
Chapter 2- Literature Review and Objectives, in this section relevant literature emphasizing the
issues with operationalising open access and performance of state power utilities is studied to
formulate the objectives of the study which includes identifying the stakeholders and their
concerns and assessing the impact of migration of 1 MW+ consumers.
Chapter 3- Methodology sketches the technique and approach used to analyze the impact on the
various stakeholders and lists the major sources used during the study.
Chapter 4- Observation and Analysis, this section elucidates the findings and results from the
analysis in terms of the impact and concerns of the stakeholders. The findings reveal that the
Discoms of both Gujarat and Maharashtra could gain up to 3.16% and 4.84% respectively once
all the 1MW+ consumers in the particular state opt out.
