Abstract: This project evaluates the evolution of financial support mechanism of feed-in-tariff in
Germany. In terms of installed capacity of solar photovoltaic, Germany has been seen as
the best practice case. For understanding historical, present and future perspective of
feed-in-tariff policy, comprehensive background study has been done and presented.
Background study includes understanding the characteristics of electricity sector and
solar electricity sector, structure of German electricity sector pre and post liberalization,
state of solar electricity in Germany, various financial support mechanisms for solar
electricity, current market scenario of solar photovoltaic, supply chain and Feed-in tariff
structure for solar photovoltaic in Germany The data is collected through published
reports, newspaper and magazine articles, research papers, published interview and
personal interviews. Policy cycle framework has been used to understand the evolution
process by highlighting the drivers in each phase of policy correction or change. The
result in presented in a matrix form for clarity and brevity. With Indian perspective of
Jawaharlal Nehru National Solar Mission, lessons for India are also highlighted.
