Abstract: To mitigate climate change which is a change in the average weather of a given area and is a defining challenge of our age, flexible economic mechanisms (based on market principles) namely the Joint Implementations (JI), international emissions trading and the clean development mechanisms (CDM) came to be agreed upon in the form of the Kyoto Protocol. The various procedures and agencies involved in CDM are discussed in detail, with special focus on the Designated Operational Entities (DOEs) which are the extended arm of CDM-EB- the supreme body overlooking CDM. The main functions of DOEs, are validation and verification of CDM projects. The process, however, is marked by delays, which is detrimental to the CDM objectives. Reasons for delays have been discussed in its myriad manifestations along with other issues afflicting the CDM in general, and the DOE in particular. Steps required to reduce delays has been suggested and issues dealt from a practitioner’s perspective with a view to come out with a practical approach for the whole process.
