Abstract: The Project “Hydrochlorofluorocarbons Phase-Out Management Program” is a Small Scale Funding Agreement between UNEP and BEE, whereby, BEE would assist UNEP by:
• Providing Guidance for preparation and implementation of national survey.
• Assisting in data analysis and forecast while preparing HPMP documents.
• Providing Technical inputs especially on climate impacts and energy efficiency.
• Developing HPMP document in consultation with National Ozone Unit and other relevant national stakeholders.

The policy measures for reducing the consumption of HCFCs were thought of, and incorporated into the draft HPMP document provided by UNEP. In addition to the policy measures, the capacity building and awareness program for disseminating the message of reduction of consumption of HCFCs has been suggested into the HPMP document.

A template for the calculation of energy savings upon the use of the Star labelled Refrigerators and Air Conditioners has been made as a part of the project. Also, a summary of the India Chiller Energy Efficiency Project has been included in the document.

The project reveals the national policy measures to reduce the consumption of HCFCs and tools for market transformation for energy efficiency and manufacture of ODS-free, low GWP appliances.
