Abstract: UNEP is the lead agency for preparation of Hydrochlorofluorocarbon Phase Out Management Plan(HPMP) for
South-east Asian countries.Under an agreement between BEE and UNEP, BEE has to provide inputs on policies
relating to energy efficiency and climate impact for these countries . HCFC Phase out presents us with the
opportunity to integrate energy efficiency and climate change mitigation programs with it. This opportunity was
missed during the Chlorofluorocarbons Phase out. Energy Efficiency Standards and Labeling programs (SLP) are
one of the most effective ways to improve energy efficiency. These programs have the potential to bring about
complete market transformation for different classes of end-use appliances. This is demonstrated in the report by
showing energy savings that would result upon implementation of energy efficient Standards and Labeling in the
AC sector in Maldives. The results indicate that it is in the country’s interests to reap the benefits of increased
energy efficiency as the switch to more energy efficient equipment will eventually lead to reduction in CO2
emissions.Further,it is suggested that when developing HCFC Phase out strategies, priority must be given to low
GWP and low ODP alternatives of HCFC
