Abstract: This report is an effort to evaluate the risks of the private industry in the field of defence production in India. It recommends the way forward to increase the private participation in defence industry in India by looking at the historical perspective of defence production since Independence followed by the study of policies and procedures set in place to allow private participation .While evaluating the risks of a defence project from the user and the industry perspective it sets out to identify the best approach to managing project risk.

The study is based on descriptive analysis combined with case study method. The findings of the study suggest increase in FDI, stricter regulation, transparency in defence contracts, reduced bureaucracy alongwith better offset regime being put in place as ways to manage the risks from the perspective of the defence industry.
