Abstract:

The more the development the more will be the impact on the environment. National Clean Air program was developed keeping in mind all the major sources of air pollution and it is the first holistic program that works at city level. The National Clean Air Program (NCAP) was established as a comprehensive initiative targeting air pollution sources at the city level, making it the first of its kind. To assess the progress of the NCAP on a national, regional, state, and city level, a framework was devised, enabling various stakeholders to analyze different cities and states. Employing an integrated approach, weights were assigned to indicators and sub-indicators, facilitating the quantification and valuation of the overall progress of the NCAP. A case study was conducted in Punjab, focusing on Ludhiana, a non-attainment city, to evaluate achievements in relation to the NCAP.

The study identified a lack of coordination and technical capacity as major obstacles preventing states and cities from meeting their targets. Despite the continuous efforts of cities, air pollution problems persist.
