Abstract:

Waste generation is a feature of almost every human activity; rather it is intrinsic to human existence. The 12th Schedule of the Indian Constitution identifies SWM as one of the 18 functions to be performed by ULBs. SWM supports safe disposal of waste and further conversion of waste in wealth. With the growth in population, Municipal Corporations of Delhi are trying to manage their ever-increasing waste such that they do not overburden their already filled landfills. Efficient SWM has also been one of the stated objective under Swachh Bharat Mission – Urban in all the municipal wards. This study is based on the assessment of waste segregation in the SDMC’s West Zone area which caters to 23 % of NCT Delhi population. The assessment evaluates policies, programs, schemes, IEC campaigns introduced by SDMC officials for promotion of waste segregation and participation of the citizens. It uses techniques of budget analysis, transect mapping, case study analysis and media analysis to achieve the desired objectives. The assessment has concluded lack of devolution of funds for public awareness and capacity building for SWM, less effective IEC campaigns and requirement of modifications in public participation initiatives. The study has identified the above gaps in the initiatives of SDMC and has suggested possible interventions through the analysis of best practices in SWM in order to achieve 100% waste segregation in the area.
