Framework for sustainable solid waste management in Central Zone, South Delhi Municipal Corporation: Major Project Part 1

Abstract:

The jurisdiction of South Delhi Municipal Corporation (SDMC) is subdivided into four Zones for administrative efficiency in management of civic amenities. The study area is of Central Zone of SDMC. The Department of Environmental Management Services (DEMS) handles Solid Waste Management in the Zone. Till recently Municipal Solid Waste was mixed and unprocessed and disposed at landfills leading to environmental degradation and severely impact quality of life of the citizens. To improve the situation of SWM, the Solid Waste Management Rules, 2016 lays emphasis on 100% source segregation of MSW. Eventually segregated waste will lay the basis of circular economy. This approach necessitates provisions for efficient use of resources at the highest possible value by reusing or recycling. Presently in Central Zone, 100% door to door collection from every household is undertaken on a daily basis and monitored through GPS tracked vehicles. The MSW is collected and processed with the objective to minimize transportation cost and environmental impacts. The Centralized waste processing units i.e 200 MTPD Waste to Compost plant and 2000 MTPD Waste to Energy plant have been installed for waste processing, apart from these Centralized processing units few decentralized composting units having capacity around 40 MTPD have also been installed. The area of Central Zone is 99.98 sq. km, having population of 16,74,194 (as per Census 2011), total no of Households 354331, total waste generated per day in central zone is about 980 MT in total 26 wards. The ward wise public place profile was also tabulated to calculate the waste generation. The physical composition of MSW comprises 51% of biodegradable waste therefore leading to the intervention of decentralized wet waste processing units in each ward. A market survey was conducted to optimize on cost and space requirements. Next a sorting facility in each ward and centralized material recovery facility and treatment of sanitary waste facility are required. Policy interventions are required for collection of user fees from each waste generator and it is the responsibility of the SDMC to implement the policy.
