Abstract:

All over the world, both developed and developing nations are planning to mitigate and combat the effects of climate change in their physical boundaries. UNFCCC has already declared the necessity to incorporate the 17 sustainable development goals (SDGs) in each nation’s climate action plan and development agenda. The vulnerability faced by the nations differ with physical location, and the socio-economic-cultural conditions faced by them, and as we advanced we have identified that vulnerabilities to climate change cannot be overlooked at a macro-scale, and the dynamics of vulnerability is volatile to the micro-variables at a community level within a region. One of the common mechanism to enhance adaptive capacity and reducing the vulnerability to climate change at international, national, and regional level is through adaptation activities. In this study, we look at how vulnerabilities faced by communities in a region are addressed through relevant adaptation activities implemented through a project implementing agency in the states of Bihar & Rajasthan. The study look at the adaptation activities through 11 frames adopted from a peer-reviewed literature, and identifies that the impact and outcomes of adaptation activities tries to address the major environmental vulnerabilities, but still need improvement in bridging the vulnerability gap between different social groups within in a project location. The study also analyse the reaction characteristics of communities in a project location to the outcomes of adaptation activities at its post implementation stage. It is viewed from the study that communities within a project location faces vulnerability in a differential nature and its influencing their reaction to the outcomes of the adaptation activities. Further studies are required to understand the complex nature of differential vulnerability in a region and its incorporation into adaptation objective, planning, and execution phases to induce the idea of inclusivity in adaptation practices.
