Abstract:

Urban e-governance has evolved immensely in the past decades. City governments are taking part in digitizing urban practices. Inclusion of e-governance in urban practices has been mandated, exercised and implemented by government of India in across various sectors. Online Building Permission System was introduced under AMRUT scheme in order to ease of doing business. Till date OBPS has been implemented across 1705 cities in the countries. However, there is a huge gap in the implementation and the operationally of the OBPS websites. Quantitative and qualitative survey are done to understand and find challenges faced by the citizens while interacting with the OBPS portals. Case studies of international planning portals are done to understand the performance benchmark of such online planning portals. The research assess the accessibility of online building permission system portals in India based on the WCAG 2.1 Guidelines. Ten Building permission portals are selected and analyzed through Accessibility Checker tool based on the WCAG 2.1 Guidelines. The research is done to create awareness on the website accessibility and its importance among the e-governance websites – OBPS. The research further proposes a roll out plan for the stakeholders associated with the initiative to successfully implement the OBPS website in an accessible manner.
