Abstract:

The study has been conducted to understand the urban mobility policy issues in the state of Uttar Pradesh. It was exploratory in nature and used mixed methods approach to arrive at the results. Secondary data and testimonials were collated to understand the key policies in place and a case study was taken of the UP SAPCC 2022 for a better understanding of state priorities. The study also placed a focus on consumer-centricity of policy and conducted a survey to understand behaviours, awareness and demand in Noida and Ghaziabad, UP. The results revealed that policy related to urban mobility in the state is fragmented in terms of jurisdictions of authorities and due to the lack of no singular governing framework. The consumer survey revealed that policy priorities and consumer demands are at odd ends and need to be brought together for effective interventions. Towards the end, a possible way forward was proposed for creating robust and more sustainable urban mobility systems in the state.
