With a vision to contribute towards the recharging of ground water and provide citizens with a recreational zone, the raipur smart city limited (RSCL), under the smart cities mission undertook Kari lake redevelopment project. RSCL was formed with a tag line of “people powered project” and aimed at involving residents of the city in the development process. The report therefore captures the study of assessing the public participation of primary, secondary and tertiary stakeholders in a lake redevelopment project. The components to assess public participation - Representativeness, Transparency, Early involvement, independence, influence, resource accessibility, task definition, structured decision making and cost effectiveness were opted from the handbook of public participation by James Creighton. Based on the components a survey was carried out amongst all the stakeholders directly and indirectly associated with the project. The survey reveals that requirements of public participation processes have not been fully complied with. On, the other hand there are challenges to meet the norms of public participation. The illiteracy in the area, lack of awareness amongst all the stakeholders and the time-consuming exercise of public participation within a restricted timeline of the project are the major challenges faced. The report is concluded by recommending constitution of a separate team for carrying out public participation, allocating separate budget for the same, organization of capacity building workshops for citizens, authorities and affected stakeholders which will contribute in participatory decision making and hence sustainable development in the city.
