Abstract:

According to a report by the United Nations on SUP: A roadmap for sustainability in 2015 nearly 50% of the plastic waste generated globally was plastic packaging.1 In India among various sectors the processed food packaging sector constitutes 48% of packaging and among the various packaging materials 37% is plastic. Packaging products have not only been used purposefully but also decoratively.2 Extended Producer Responsibility is considered as a vital tool in Plastic Waste Management, even so the involvement of consumers is essential for an effective plastic waste management. Thus, the integration of consumer responsibility and producer responsibility is indispensable.

The paper focuses on the gaps that exist in the Plastic Waste (Management and Handling) Rules, 2016 and its implementation; impediments in implementing the Extended Producer Responsibility (EPR) in India and why the system has failed and the implementation of EPR internationally. Further the researcher will suggest a scheme to integrate consumer and producer responsibility.

Key words: Plastic Waste Management, Extended Producer Responsibility, Consumer Responsibility, Single Use Plastic.
