Abstract:

Garbage Free City Star Rating protocol was launched in 2018 by the Ministry of Housing and Urban Affairs, Government of India. The main aim with which it was launched was to instill a competitive growth among the Urban Local Bodies in India to ascertain a higher degree of cleanliness and better service delivery by the urban local bodies to the citizens so that the living standards may be increased. In 2021, a new protocol was launched with updated guidelines than the previous protocol launched in 2018 which had a 5-star level rating, but, in the new guidelines, 7-star ratings were introduced with several other new additional conditions. This research work aims at reviewing the Garbage free city star rating protocol by analyzing each indicator in the new guidelines released in 2021 and finding gaps for which suitable solutions and recommendations could be made. For analysis, each indicator has been analyzed critically for gap finding and literature has been reviewed consisting of national and international research papers, reports, and articles. The working on the project of GFC Star Rating 2021 also proved fruitful in finding gaps in the toolkit. The literature review helped in identifying gaps as well as probable recommendations for each indicator mentioned in the GFC guidelines 2021. The main findings of the research work were, the new guidelines launched in 2021 tries to cover holistically most of the aspects of the Solid Waste Management, but there were still some additional conditions that could be added to each indicator for better quantification and measurement of service delivery.
