Environmental impact of construction projects on air quality: case of Delhi NCR

Abstract:

From analysis of air quality data if Delhi NCR it is observed that for last few years that there has been a continuous deterioration in the air quality year after year, the situation at many a times reached critically dangerous level. The severe air pollution is has very high social cost in terms of harmful impacts on health of inhabitants of Delhi NCR, as the number of deaths linked to air pollution are more than 1.2 million every year, and rising, children getting affected from respiratory disorders, and reduced immunity. Thus it becomes vital to take some urgent steps to curb this menace of air pollution.

In order to control and reduce the air pollution levels, it is a pre-requisite to know as to what are the prominent sources of air-pollution along with their individual contribution level in the overall air pollution. And for this reason we have analysed various “Source Apportionment Studies” and it was found that after vehicular emissions from transportation the second most prominent source is construction & demolition activities along with its connected industries including manufacturing & transportation of cement, stone crushing plants, brick kilns, Ready-Mix concrete plants and mining activities.

Then we have also analysed as to how construction activities are causing emissions of Particulate Matter Pollutants (PM2.5 and PM10) & that gave us some understandings about the actual activities within construction & allied industry, which are responsible for the emission of PM Pollution.

We have also analysed the regulatory legal framework which regulates the polluting activities for prevention and control of air pollution, which is in force in India and the agencies which administer these regulatory functions. The role of judiciary is also very important in evolution of environmental law and in prevention & control of pollution.

Based on the findings of the above we could conclude that, though we have adequate knowledge about the causes and impacts of pollution, and a significant legal framework to regulate and curb the problematic activities but still there are some major shortfalls in proper administration of these regulations by the regulatory authorities and missing intent and effort towards compliance of the laws and guidelines by the construction industry. Finally came in a position to provide our suggestions, which may be helpful in addressing the present problem of air pollution.
