Identifying the institutional bottlenecks in the formation of honey cooperatives in India

Abstract:

Beekeeping is seen as low investment and high return activity. It can help raise secondary source of income in rural areas of developing countries. There have been several government interventions to promote beekeeping in India. Several studies have analyzed that collectivization can help beekeepers receive better returns on their products. The government has given several push to boost collectivization of beekeepers through subsidies to groups etc. However, despite all the interventions, honey cooperatives are not emerging in India. The core of this study is based on primary data. We conducted a qualitative survey in Shivrajpur, Uttar Pradesh (U.P.) to explore and analyze the factors for the non-emergence of honey cooperatives. Shivrajpur is one of the major honey producing towns in U.P. and there are no cooperatives emerging despite several government interventions related to beekeeping. We will incorporate the Institutional Analysis Development (IAD) framework. Our results point to the existing power/information asymmetry in the action arena, the oligopsonistic price setting, lack of capital assets, vague and contradicting guidelines in the policy operational matters as the major factors. The results are insightful for the policy makers to identify the relevant bottlenecks and formulate policies to upscale the process of rural development.
