Abstract:

The decentralization of governance is an effective system for equitable and sound managing of a common property resource like water. The robust governing mechanism ensures equity among appropriators and maintaining caring capacity of environment. The study focusses on the lowest level of administration that is at the village and Gram Panchayat. The application of participatory rural appraisal approach has led to analysis of how people and institutions organize themselves while managing and governing scarce resource like water. A well preserved and functioning governance mechanism is put in place when local management instruments are implied by the people along with the fostering schemes of government. It is observed that the successful management system is in line with the Integrated Water Resource Management approach. For a resilient water management, a strong mechanism monitored by the people and enabled by the local government is found to be important.
