Assessment of environmental, health and safety aspects in textile industry (dying & printing units) in Delhi NCR regions

Abstract: Textile industries are water intensive industries and pose many environmental concerns due to unchecked resource utilization for various processes. In recent past rapid increase in the number of such industries is another reason of concern. The range of the textile industries is from very small scale (upto 10 people) to large scale industries (more than 1700 people). It is a huge source of employment for people and is found from rural to urban areas and has high potential of foreign exchange. These industries discharge effluents that have detrimental effect on the environment viz. water, air, soil, livelihood of the people etc. The general condition of machineries, built up area of the factory, health safety aspects of workers are not predominant in medium to small and very small scale industries. The pollution control mechanism for air and water are weak or sometimes absent. Legal formalities of the factories which includes factory’s licence, consents from State Pollution Control Board (SPCB), agreement to dispose of hazardous waste etc. are not available with the factory or never been applied. Young workers (16-18 years of age) are working in these factories (in sections like chemical storage, waste handling which might be hazardous without personal protection equipment like gloves, carbonated mask, aprons etc.) are neither experienced nor qualified. The study will look into the environmental aspects of dyeing and printing units using four major environmental indicators viz. air, water, land and noise along with concerned laws, rules and regulations of Indian Constitution for factories to operate. Other aspects such as waste disposal and knowledge level of the factory workers regarding concerned environmental problem was also assessed using questionnaire technique.
