Liveability in Gurugram: a case of urban India

Abstract:

“Liveability” word itself explain that it is about ability to live, however it is hard to explain and measure. Some of the researchers explained it as human centric approach, some as satisfaction achieved through different components and further many more views about liveability are described by researchers. NIUA on behalf of MoHUA developed guidelines of liveability standards to measure liveability of Indian cities. As a result of those guidelines “Ease of living index” was prepared in year 2018. A comparison of score achieved by city and other research papers and news article was done to assess effectiveness of liveability standards. Several contradictory results were identified which are proving that there are some issues either with existing set of indicators or with weightage assigned. A new comprehensive list of indicators was than prepared based on research papers, government reports and standards. Due to lack of robust method to assign weights of indicators in liveability standards guidelines an expert opinion survey in form of ranking of indicators was conducted. Experts working in divers’ fields were asked to assign rank to each indicator as per their opinion. Rank sum equation was then applied on these ranks to assign weight to each indicator. Weights of indicators were varying person to person so averaged values of all weights was used. As a result of this process a better and unbiased indicator weightage were achieved. A firm method of weighted aggregation to understand and measure liveability was used to get better results. Sectoral inequality of liveability was than assessed by comparing city liveability with sectoral liveability.
