Abstract:

The discourse of urban governance was shaped by the 74th Constitution Amendment Act, 1992. Since the local government is a State subject, the landscape of urban governance in India changes across States. There is a data gap in the status of the implementation in States across India. The study aims at assessment of implementation of 74th Constitution Amendment Act in 6 States – Delhi, Kerala, Madhya Pradesh, Maharashtra, Rajasthan and West Bengal. The study explores themes such as devolution of 18 functions, mayoral system, ward committees, planning committees, resources, budget, sources of revenue, State Finance Commission. The results show a weak implementation of the 74th CAA in the States under study. The local bodies are weakly empowered and lack in resources, finances, and in empowering the elected representatives.

The study can further be conducted for all 29 States in India and used for advocacy of reforms in urban governance for decentralised and effective local urban governance.
