Indicator based framework for ranking ULBs contributing to Swachh Bharat Mission- a case study of Sehore, Madhya Pradesh

Abstract:

Swachh Bharat Mission is one of the biggest government project which almost involved all the ministries as well the citizen of India, thereby creating awareness about the cleanliness. Swachh Survekshan has become one of the key indicator to measure India’s status of sanitation. Swachh Survekshan 2019 methodology and the indicators on which basis the survey was conducted, has been claimed to ensure sustainability of the outcome achieved. Based on this claim, the indicators and methodology of the swachh survekshan survey were first identified using secondary data, then with the help of SWOT Analysis as well as the experts opinion, few indicators came out based on the pillars of sustainability to compare the five ULBs of Sehore district namely, Sehore, Jawar, Kothri , Ichhawar and Ashta. Ground truthing of these indicators was done, based on which again SWOT Analysis was done and then the on the most important indicators, the ULBs were compared and ranking of the ULBs was done. The resultant of which helped in the formation of the indicator based framework for good practices which when followed might help ULB become more sustainable on longer run. All the pillars of sustainability has its own importance but the most ignored one is the environment. While comparing the ULBs, an emphasis was put on the emissions released from the tippers during the door–to-door collection of the waste and then transporting it to the trenching ground within each ULB. While climate change is not a concept, but a real life global issue which has been affecting not only humans, but both biotic and nonbiotic factors globally. From all the extreme events taking place in almost all the part of the world, like heat waves, droughts, sea level rise, etc. and all this can be attribute to the anthropogenic activities which has triggered the climate to change. Cities/urban bodies are the most important hubs for a country, and are highly vulnerable to climate change. More than half of the world’s population dwell in the urban areas, they are one of the cogent and potent emitters of the greenhouse gases. The pace with which the climate is changing and it’s very less predictability, one needs to work towards the betterment of cities either to make it adapt or help in mitigation of the climate change. A variety of actors are involved in the urban governance of climate, with governments (municipal), international organizations, and funding bodies aiming to the cities as the key arenas for response.
