Abstract:

In the Paris agreement countries are committed to hold the global warming below 2°C of preindustrial level and IPCC acknowledge that earth have specific capacity to stay below 1.5°C and 2°C known as carbon budget, among which more than half is already emitted. Countries were agreed to climate action in terms of Nationally Determined Contributions to achieve long term temperature goal. The objective of the present study is to determine the ambition and adequacy of NDCs of major GHG emitting countries and to track whether the developed countries are even on track to meet their pre 2020 and NDC target. The objective is achieved by reviewing Biennial reports submitted by countries and understanding literature on global carbon budget constraint, adequacy and ambition of NDCs suggested in Paris agreement. The study found that NDC target of major emitters are globally and regionally inadequate on the basis of equal per capita carbon budget and the target set by major developed countries unambitious to their national circumstances.
