Public private partnership in defence “manufacturing and procurement” a critical study in India

Abstract: Indian defence sector has opened for participation by the private sector. This has paved the way for original equipment manufacturers from other countries to partner with Indian companies in defence manufacturing. There is a wider market access that now caters to the domestic as well as the global markets. Domestic capabilities are getting enhanced by the creation of home-grown suppliers which is expected to boost exports over a period of time. The government has taken the initiative by bringing in favourable policies and creating a framework for making the country self-reliant through indigenisation in its defence manufacturing and procurement capabilities. These policies are also likely through Public-Private Partnership ventures in the defence sector achieve the benefit of adopting superior technologies by the process of technology up gradation driving modernisation and enhancing the country‘s security and defence preparedness. The future looks promising as India gears itself to become an attractive destination as a defence sourcing hub.

The rationale behind my research envisaging Public-Private Partnership in Defence related to its manufacturing and procurement stems from the approach to understand and analyse the need for involving the private sector by examining the Policy and Process reforms particularly the Defence Procurement Policy 2016 in the context of ―Make in India‖.

The present study starts by providing a background of the security environment in India and subsequently moving on towards understanding the effectiveness of enlarging the scope of Defence Production and Procurement by involving the private sector through Public-Private Partnerships including Joint Ventures and Licencing.
