Evaluation of unsolicited proposals as an unsustainable solution to critical infrastructure regime

Abstract: In the modern age of global privatisation which should witness rapid augmentation in private
sector participation in physical infrastructure, the world seems to shift from solicited bids to
unsolicited proposals to attract more private sector participation; however the research
unfolds the myths associated with the “innovation quotient†imbedded with this methodology
to select a suitable bidder to develop the project that creates real value for money. It has been
observed that even before the advent of private participation from 1990’s, the developing or
emerging nations practiced unsolicited proposal invitation on a small scale, although the shift
from unsolicited to solicited bid invitations picked up momentum only around 2000’s, with
gradual increase in infrastructure development in the Emerging economies, and their
contribution to the world GDP. The research aims at marking and rectifying errors apparent
in unsolicited bids invited by the world to introduce transparency and efficiency in
infrastructure development through adopting detailed project report analysis observed by
developed states like the State of Virginia and territory of Guam. The research attempts to
glorify and suggest remedial measures to regularise unsolicited proposals in economies like
Tanzania, Philippines and states like Andhra Pradesh and Maharashtra where the model has
been vehemently criticised by courts and industry experts.
