Abstract: The process of conducting monitoring and evaluation of development sector projects is guided by pre-defined frameworks, especially in cases of projects funded through international grants. Given the dynamic nature of development projects and their subsequent intervention design, the M&E procedure also needs to be flexible enough to incorporate feedback generated during different stages of the project cycle. At the same time, the M&E system are plagued by managerial structures that require a certain level of capacity and knowledge for development organisations to be understood and carried out. This study identified process level challenges that organisations faced in conducting M&E related activities as part of an international grant program, including the challenges related to data collection and reporting, which invariably impact accountability of development organisations.
