Abstract: Road safety, a serious concern in transport sector in our country. Sixteen Indians die every hour in road accidents, most of them on two-wheelers and four-wheelers which is due to careless driving and overspending mostly. There were 1, 37,423 road traffic fatalities in India in 2013 which were 10% of road crash fatalities worldwide. In 2014, the number of vehicles in the country has increased by 38.7% and the quantum of ‘Road Accidents’ has increased by 4.7% during the same period. There is no Road Safety Board/Wing in India like USA, Sweden, Netherlands and other countries where they apply road transport regulations, plans, constructs and operates & maintains the roads and are responsible for all issues related with road safety issues.
In this study an extensive research about the enforcement measures, expenditure and research on road development in the countries other than India in the Road safety is done and compared with the existing situations in India to identify the gap in the enforcement measures, budget allocation and research on road safety to propose some necessary changes in the budget allocate for the research on road safety and measures to be taken for implementing road safety in India such as proposing a separate wing for enforcement of road safety.
Study is based upon on central level, select states level and select cities level of road accidents and funding mechanism on road safety.
