Abstract: The study attempts to identify factors that lead to creation of Common Facility Centers (CFCs) and its operationalization across India. CFC constitutes as one of the major component of cluster development and was evolved as a solution to different individual units’ requirement. CFC provides common facility to small enterprises which are unable to procure the benefits because of resource constraints. A lot has not been written on cluster development or CFC and its evaluation mechanism. This paper attempts to identify the need for setting up a CFC and assess the factors that lead to operationalization of CFC in a cluster. The paper also follows a comparative approach of analyzing various schemes by Government of India having provision for CFC.
