Abstract: This study aims at finding the level and pattern of energy poverty in the districts of India. For the purpose of measuring energy poverty, a multi-dimensional household level index is constructed using the PCA. The index is then clustered into various categories of levels of energy poverty ranging from ‘Least Energy Poor’ to ‘Most Energy Poor’. The categorization is used for a state and district level analysis of energy poverty in India. A second index, the Sitaramam Energy Deprivation Index is also drawn based on the relationship between energy expenditure and total expenditure. It shows the relative deprivation in energy expenditure in the country at the state and district level. Source of data is the NSS data-set for the 68th round.
