Abstract: A civilized society needs an efficient government to run effectively. Government is used as a mechanism to
provide to provide services for the benefit of all the citizens of the country. The work on performance
management is inspired by the belief that the returns are immense from an improved government performance.
Hence, if extra effort is being put on improving the performance of the government it is likely to do more good
on the margin that spending it on a program that does not works effectively.
This study aims at examining the performance management framework, particularly the use of performance
agreements published in the name of Results Framework document, in the Government in India. For the scope
of this thesis work, the RFD of Ministry of New and Renewable Energy for the year 2013-14 and 2014-15 has
been critically examined and it aims to measure whether its goals, methodology and implementation results thus
far, can be correlated in theory and practice.
Hence, through this major project, an effort has been made to incorporate important suggestions in the Results
Framework Document of Ministry of New and Renewable Energy, so that projects of National Importance are
not missed out.
