Abstract: The goal of this study was to establish a clear picture of the negative social impacts of dam
construction with a special focus on the impacts of the Resettlement and Rehabilitation policy of the
Bhakra-Nangal dam. The Livelihood Vulnerability Index and Cost-Effectiveness Analysis methods
were used to conduct an in-depth on site survey of key areas and concepts specifically designed for
this research. The Livelihood Vulnerability Index meticulously revealed a calculation of level of
vulnerability based on chosen components and sub-components. The Cost-Effectiveness Analysis
revealed the lacunae in the manner in which the R&R process as carried out. It also revealed the
efficacy of the R&R policy and compared it with ground realities. The lack of implementation and
accountability in the policy process has led to a situation where the displaced villagers are highly
vulnerable. The significance lies in the fact that this study reveals how five decades after resettlement,
the displaced persons are yet to get their lives back on track and make a sufficient livelihood for their
families.
