Abstract: Solid Waste Management is one of the most important services in cities, and now
gaining prominence in rural areas as well. The world scenario of Solid Waste
Management (MSW) paints a bleak picture. Policy and regulatory frameworks in
this domain can play a crucial role in improving the situation. Frameworks
based on the Waste-to-Resource approach offer to also help solve the problem of
decreasing reserves of natural resources, by helping close the loop of materials
cycle. This study with the aim of comparing the maturity of policy and regulatory
frameworks of different countries proposes a Referral Framework (checklist
based) against which such comparisons can be carried out, which can help guide
policy makers and also those parties who want to take initiatives to improve the
solid waste management systems. The waste management regulatory frameworks
of Japan, European Union and India are compared against the Referral
Framework and the results show that European Union’s framework in the form
of directives has the maximum conformance with the Framework, followed by
Japan and India. The study concludes with a discussion on the gaps, the scope of
improvement and also a set of recommendations for India.
