Abstract: The Indian Army is the fourth largest in the world numbering 1.1 million protecting the nation‟s borders in some of the most extreme conditions on this planet. After Independence the practices of the British have been largely continued and as a career army was once a dream job for many. But after the economic liberalization and globalization freeing up the corporate sector the army as a career option has lost its sheen among the youth. In addition as an institution the service hasn‟t evolved itself and failed to keep pace with the changing work environment and practices. This has led to severe shortage of officers in the lower and middle levels crucial to maintain operational preparedness. Also the level of discontent has gone as the promotion system is too slow and options limited. Also with shrinking budgets and limited resources the financial burden on the army on the human resources has gone up steeply leaving limited resources for capital acquisitions and modernization. In view of these factors it has become imperative to reorganize the present system to reduce the stagnation and improve promotion opportunities while at the same keeping the force younger and motivated. This study was constituted to come up with a possible model of the numbers of officers at various levels, the intake levels and incentives to be offered at various cadres to attract bright and talented individuals with officer like qualities.
