PACS and MSP:- study in Bihar’s Patna and Gaya district

Abstract:

Since independence, several policy reforms have been introduced in India to improve the condition of the agriculture sector and farmers. But the benefits are realised by a few states like Haryana and Punjab. States like Bihar remain poor, though the agriculture sector is the backbone of Bihar's economy. Policy reform of 2006 by the state government does not improve the situation of the farmers. In this paper Growth Diagnostic Framework is modified to find the binding constraints in the growth of the agricultural sector. For this both production and supply chain is analysed. This paper also calculates cost of production at A1 level to find the profitability for the farmers and suggests policy reforms for the same. Results show that PACS which is a procurement agent in Bihar does not act efficiently in Bihar while production mainly focuses on just two crops i.e. Paddy and Wheat. Also, there is a need to increase the profit margin of the farmers as Bihar has majorly small and marginal farmers. Policy suggestions include implementation of Swaminathan committee report which says calculating MSP at C2+50%, diversification of crops, infrastructure improvement to attract private players, digitalization of information and intensive awareness campaign.
