Urban resilience and disaster risk management: a case study of Delhi’s covid response

Abstract:

The study deals with concerns of urban resilience and disaster risk management. While the topic of urban resilience is often linked to city planning, it is an important aspect to study from policy perspective as well. Resilience in urban spaces is the idea that talks about making cities safer to absorb changes and mitigate risk arising from natural and other disasters. With the increase in factors that expose urban spaces to risks in the various forms such as economic, climatic and disaster risks, the understanding that urban resilience is more than just the ability of urban systems to maintain and rapidly return to desired functions has developed. Linking the concept of urban resilience to sustainability creates room to argue that urban resilience cannot be achieved till certain goals of sustainability are met with. This work deals with the relevance of the topic in the contemporary times with Covid-19 pandemic changing the face of urban spaces due to increased vulnerabilities. It also analyses the impacts of migration on the urban planning through a legislative and policy lens. It takes the example of New Delhi, the capital of the country to assess the present legislative framework to deal with the consequences of the pandemic and their effectiveness. The study aims to provide alternative policy mechanisms to support resilience in the future and provide a development linkage between rural and urban spaces to counter the urban sprawl due to migration.
