Cyclone and resilience – case of Puri district and cyclone ‘Fani’

Abstract:

Natural disasters disrupt the life of households in the affected regions. Different households suffer different level of damages. Households which have the ability to withstand damage are said to be resilient. Here we study the resilience of rural households in Puri district of Odisha in the context of cyclone Fani. We use the DFID resilience framework to find social, economic and institutional factors which significantly affect the resilience of households. The data has been collected by interviewing the households in Badagaon, Matiapada and Simili villages in Puri district. Qualitative data has also been collected by interviewing the Sarpanch of the three villages. Descriptive statistics and regression analysis shows that Below Poverty Line (BPL), self-employed and Other Backward Caste & Scheduled Caste/ Scheduled Tribe households are the least resilient households. Further, we find that access to formal credit and education and knowledge of household head significantly enhances the resilience of households. Thus, policies that provide social security to BPL and self-employed households can make them more resilient. And also ensuring access to formal credit can significantly enhance the resilience of households.
