The developmental pressure on the cities has increased due to rising levels of urbanisation. As per Census 2011, level of urbanisation has increased from 11% in 1901 to 31% in 2011. Development in the urban context primarily focus on the basic infrastructure facilities, land development, housing etc. which requires tremendous amount of resources in terms of money, material and skills. It is still debated if Urban India possess that much amount of skills to cater to the implementation of developmental projects. “Capacity building” which means simply developing the existing capacity through various methods is not a new phenomenon. With the 74Th Constitutional Amendment Act ULBs were vested upon with 18 functions necessary for the development of cities. It is evident from the slow-paced implementation of urban development projects under various missions like AMRUT, Smart Cities Mission, Swacch Bharat Mission etc. that there is a dire need for capacity building interventions in Urban India. Under SBM, Ministry of Housing & Urban Affairs in partnership with National Institute of Urban Affairs has implemented Solid Waste Management Exposure Workshops across 40 Locations in India for over 1600 urban local bodies. However, success of such capacity building Interventions lies in continuous monitoring and assessment of efficiency of such CB activities.
