Abstract: Objective 1: Assessment of Solar Rooftop PV Potential in the Identified
Locations/Offices of GHMC and carry out the feasibility study for the same.
The greater Hyderabad municipal corporation (GHMC) in 2017, decided to
install solar PV systems on the rooftops 53 selected GHMC buildings. The
intention was to save on the ever increasing electricity bills paid by GHMC.
To realise the exact potential for solar PV systems, GHMC had to conduct a
study to find out the potential of each of the selected rooftop along with the
approximate generation profile of each system on individual buildings. The
financial analysis of the same was also required to determine the financial
feasibility of the cumulative PV capacity. TERI was selected to conduct this
study for GHMC.
The Feasible Rooftop Area for SPV identified after this study was 15557 sq.m,
which is sufficient for installation of 1295 kWp (Feasible Solar Plant without
Shadow Analysis according to TERI assumptions). But after conducting the
shadow analysis and limiting the percentage of shading to 5% the total
potential arrived at was 941 kWp. Further limit on installed capacity was
considered according that specified in the Telangana Net Metering regulation.
The financial analysis for this size was hence carried out to obtain the
payback period, IRR etc. for this project.
Objective 2:Assessment of Solar Rooftop PV Potential in the Identified
Locations/Offices of Various Ministries, Departments and State Government
Bodies Spread Across Various Sates of India.
SECI, on the 9
th
of December 2016 launched a tender for the
“IMPLEMENTATION OF 1000MW GRID CONNECTED ROOF TOP SOLAR
PV SYSTEM SCHEME FOR GOVERNMENT BUILDINGS IN DIFFERENT
STATES / UNION TERRITORY OF INDIA UNDER CAPEX / RESCO
MODELâ€.
The bid was called for 300 MWp comprising of CAPEX Model (PART-A) &
700 MWp comprising of RESCO Model (PART-B).
For this tender to be successful SECI had to realise the potential of around
2000 buildings in different states of the country.
In this context, SECI had assigned The Energy and Resources Institute (TERI)
as its consultant to carry out the feasibility study of solar rooftop potential for
a selected list of central Government buildings across India.
The estimation of the potential of these sites was done using both GIS
estimation combined with physical survey of 10% of the sites on a sample
basis. The limit on installed capacity mentioned in the respective state
regulation was also considered.
This report portrays the work carried out to estimate the potential of sites
coming under the Southern region of India.
